Add option for setting the welcome page using Markdown

Could be done using the config.toml in the backend (add an option in the settings page)

Which one is the welcome page? The homepage is the torrent list page. Anyway, I'm going to convert the issue into a "feature request" discussion. I would use a database table for content generated/edited dynamically by users.
