When creating a new milestone in "active" status set "actualStartDate"

At the moment, when we create a new milestone in "active" status, "actualStartDate" is left blank

• If we create a new milestone in "active" status, we have to set "actualStartDate"
• if we create a new milestone in "complete" status, we have to set both, "actualStartDate" and "completionDate"

It appears that we previously moved this logic to the client, so this would be fixed client side.
