Issue with save for later button behavior

On the Website Design intake form, the Save for later button is enabled all the time. Should we allow saving empty forms or enable it only after the user enters atleast the Title? If we allow saving empty forms, what should be the default name we give to them?

Verified in Dev, the save for later button is only enabled when the project title is entered.
