Progress Indicator: User should be able to navigate to the last step they were on using the progress indicator

Description:

Describe the bug:

As a customer, my progress bar does not accurately show the pages I have previously completed.

Steps to reproduce:

1. As a logged in customer, I fill out the wizard all the way to the review page.

2. I click on the Topcoder logo on the review step and I am taken to my dashboard.

3. I click on the draft of the work I started.

4. I am taken to the “basic info” step of the wizard.

When I click on my progress bar, it shows an incomplete status for all the steps even though those steps are filled in.

Verified in Dev Env. Progress bar is accurately showing the pages I have previously completed.
