Promotional product pricing: passing threshold is not set to 90%

Description:

According to https://docs.google.com/spreadsheets/d/11sL0NCS95VywXnl2ZeXExlTEBQGSnxbxyRrIOudkqvs/edit#gid=0 , the passing threshold should be increased from 80% to 90% but at present, a submission with a review score of 6.5 is displaying as a winner.
