DMZ Bucket and Anti Virus scan

Currently, we store the template files in a bucket, from where the bulk processor reads it.

Instead, just like submissions, we need to first store all files (templates and uploads) into a DMZ bucket, from where they are scanned for viruses and then moved to a clean or quarantine bucket respectively - from clean bucket, bulk processor then needs to read it
