The following are the terms and conditions for the CMA Hackathon:
The Commissionerate of Municipal Administration is the Nodal Department for coordinating and supervising the functions of 126 Municipalities and 9 Municipal Corporations except the Corporation of Chennai. This supervision covers fields of Revenue Administration, Financial Management, Infrastructure Development, Town Planning, Sanitation and Solid Waste Management amongst others.
The Honorable Chief Minister has envisioned in Vision 2023 a citizen centric e-Governance framework. The goal is to provide integrated and simplified services to citizens on anytime anywhere basis. This would also help increase the efficiency and productivity of the Urban Local Bodies.
To move forward on this goal, the Commissionerate has decided to organize a Hackathon – “Code for Urban Governance”. The objective would be to bring together a passionate community of IT professionals to come out with ideas and concepts aimed towards improving the Urban Governance. The valuable inputs of the Hackathon will be used to further develop the e-Governance applications for the Urban Local Bodies in the areas of civic services, urban sanitation and hygiene, solid waste management, health, education and even the internal working of the Urban Local Bodies.
HOW TO PARTICIPATE
CMAHackathon was formally inaugurated on Nov 21st by Mr. Chandrakanth Kambe and event is happening on Dec 14th and 15th in Anna University.
All participant(s) must register on the ThoughtWorks Event Portal at: www.thoughtworks.com/events/cma-hackathon-code-governance to register and submit an idea of the proposed application here https://github.com/tncma/hackathon/wiki/Ideas.
All shortlisted teams shall be invited to demonstrate their application in the end of the event in Anna University on 15th December, 2013. The software and hardware environment required for the demonstration must be arranged by the participating team.
The winners would be awarded in the end of the event on 15th of December 2013.
WHO CAN PARTICIPATE
This Contest is open to individuals and teams of individuals inside the territory of India. Participant(s) must be aged 18-years or older, on the date of submitting the application.
WHAT ARE THE AWARD EVALUATION AND RATING CRITERIA?
All applications will be rated on a scale of 5 on the parameters listed below The primary source of the datasets must be the Data Portal of the Government of India, http://data.gov.in or participants could create mock data based on datasets available in other states Basic Idea: How the solution will improve delivery of government services, promote government transparency, accountability and public participation and spur citizen engagement. The ideas presented should be using the high level themes to improving the service delivery for urban governance Usability and Creativity: Application demonstrates superior user experience and ease of use. Its uniqueness and innovativeness, use of Tamil Language and leverage the latest advances in information technologies including mobile platforms and responsive design. Technology Design and Efficiency: Conformance to Open Standards and interoperability Guidelines (as prescribed by the Government of India https://www.egovstandards.gov.in/sites/default/files/Policy/Policy%20On%20Open%20Standards/Policy_on_Open_Standards_for_e-Governance.pdf and https://www.egovstandards.gov.in/sites/default/files/Policy/Policy%20On%20Open%20Standards/Manual_On_the_Policy_on_Open_Standards.pdf ). Quality: Application must be fully-functional and run successfully on target device(s) or a completely done prototype and wireframe with part working application for the said idea.

Please read these Terms and Conditions carefully as they apply for this event. To be eligible to participate in the contest, the participants must accept these Terms and Conditions: The primary source of the datasets must be the Data Portal of the Government of India i.e. http://data.gov.in. Only Indian nationals are eligible for participation in the contest. Participants must not provide any false information in the registration process. Participants must keep their contact information accurate and up-to-date. As a part of the submission, the contestant certifies the originality and ownership of the application The participant(s) must ensure that his/her/their work has not been previously published. If the participants are acting within the scope of their employment, as an employee, contractor, or agent of another party, then the participants warrant that such party has full knowledge of the actions of the participants and has consented thereto, including the potential receipt of a prize. The participants further warrant that their actions do not violate the employer’s or company's policies and procedures. The participants will not upload viruses or other malicious code. The participants will not use this contest to do anything unlawful, misleading, malicious, or discriminatory. The participant(s) contesting in the “#CMAHackathon Challenge” retains ownership of all intellectual property rights to the application including the right to distribute the application commercially at any time.

Participants must declare the intended licensing of the app at the time of the final submission of the Idea and final App.
If any participant is determined to have violated the terms of the Hackathon, CMA and ThoughtWorks have all rights to disqualify the participant without prior permission. If the Applications shortlisted do not meet the expectations of the Jury, Jury has the discretion and the right, not to confer an award in one or more categories/subcategories. Jury Decision is final.
