Exclude rules with a configuration file

I know that there were conversations around this already and that this can turn out into be too complicated, but I would love if we can have a conversation around this topic.

In the future with other migrations there would be the desire to exclude rules for specific specs, so it would be ideal that they have the possibility of doing this with a configuration file so this exclusion can be approved/reviewed when teams decide to do it, as not all the rules are going to apply for everyone.

Generally, this would not make sense. With a few exceptions (the error rule is the only one that comes to mind), the rules exist to excuse diffs as not being violations, not to flag issues, because the entire premise behind the tool is that any diff is a legitimate problem unless proven otherwise. The only reason the compute branch has so many "violation" rules was because at the time, auto-grouping didn't exist and a giant heap of unorganized violations wasn't helpful, so those rules were introduced just to help group the issues.

I think she is saying that when a diff is reviewed and expected, we should have a way to suppress this diff, like we suppress other linters as well.
