It looks like the original issue has been solved (can't replicate in Thunderbird 8.2). Original issue:

I can confirm that for quite some time I haven't encountered the problem. The PGP Sign-only option was always present in the menu. |

Steps to reproduce
Start composing an e-mail.
Expected behavior
The option to sign the e-mail is present in the three-dot-menu.
Even better solution (as discussed in #2375) would be to enable it permanently in the settings.
Actual behavior
The option to sign the e-mail is missing from the menu.
Workaround:
To make the option appear in the menu one needs to add a recipient for whom there is a public key in OpenKeychain. This recipient can later be removed and replaced with the desired recipient as the option to sign the e-mail remains visible in the menu.
