Request account deletion options

@torinfo @FayCross just adding this here as a result of recent forum post reply https://xerte.org.uk/index.php/fr/forum/documentation/3404-how-to-delete-my-profile#9441 and for discussion next time we meet.

Seems like there are a few separate issues/requirements:

1. The ability for users registered on the community site forums to delete their own account or request deletion of their account. In that thread it's not really clear if the OP was asking about the community site and forums or a Xerte install somewhere and the latest reply seems to be someone form a hosting company and isn't really helping to clarify what the OP was referring too.

2. The ability for a user with an account on a Xerte installation to delete their own account and/or request deletion of their account.

3. Especially with regard to 3. should self deletion be possible and also how/where should requesting account deletion be handled and finally as we know it isn't straightforward for an admin to respond to a request for deletion to manage that just via the browser depending on the authentication method in use.
