Make the article meta data form collapsible

Expected Behavior

The meta data form in the below image I think would be good to have collapsible so that there can be more space for the actual editor if people want to edit the actual text

Current Behavior

It doesn't collapse

Possible Solution

Just add some kind of toggling button that toggles whether meta data is displayed or not
