update tokio to 0.3

I think it's related to #218 and https://users.rust-lang.org/t/problem-tokyo-0-3-thread-main-panicked-at-not-currently-running-on-the-tokio-runtime-solved/50336

Basically, I can't use tokio 0.3 if any of deps use 0.2
