Expose now internal functions needed for intellisense

For monaco-tailwindcss I need to access some of the Tailwind APIs that aren’t officially supported. It would be nice if Tailwind officially exposes some of those APIs, so monaco-tailwindcss could just depend on Tailwind instead of having to process and bundle it internally.

#9284 is would also be needed for this.
