JIT preflight?

I couldn't see this mentioned previously, and it's likely trivial for the vast majority of projects, but...

To continue the spirit of JIT, and to indulge those of use chasing the Initial TCP Slow Start Window, it'd be awesome if Tailwind only included preflight rules that were needed for our content.

For example, my current project doesn't use any code, kbd, samp, pre, small, sub,sup, optgroup, or summary tags.
