Issue Description:
The test has failed randomly in CI a bunch of times. For example, https://ci.swift.org/job/oss-swift_tools-RA_stdlib-RD_test-simulator/3285/consoleText
It looks like the failure is that we end up using the swiftinterface instead of the swiftmodule next to the swiftinterface (either that, or we are somehow incorrectly recording information in the dependency tracker). Seems strange, there's no good reason for it to be happening.
The test has been disabled for now. Have not been able to reproduce it locally so far.
