Add (or enable) unit test for the fix introduced by #8650

My recent PR #8650 fixes the "executable can't find dynamic lib" runtime error (when using the new --build-system swiftbuild option).

@bkhouri suggested here that we should add a test to cover this issue... or maybe just enable one that's currently being skipped. This issue tracks that.
