For better PR testing coverage, we should build and test swift-build (https://github.com/swiftlang/swift-build) when PR testing swift-driver changes. swift-build is a direct user of swift-driver and has more test coverage for planning and building swift code. swift-build development also depends on the working main from swift-driver.
