Make img and file import via link optional

Make import via link a configuration.
It should be disabled by default.

By doing this way, we have to override lot of parts, the toolbar would have to be overrided as well, the button FileReplaceButton.

It could be quite nice and cleaner to have a setting as suggested here TypeCellOS/BlockNote#1613 (comment).

@AntoLC I don't believe you should need to override the file replace button? As you see in this example, you just need to replace the filePanel component (which is essentially just that popover container): TypeCellOS/BlockNote#1613 (comment)
