Loading SBT-Fizzer pass with clang/opt fails

Since the pass is developed out of source, it has trouble being loaded by clang/opt on Windows. Might be worth investigating the thread https://discourse.llvm.org/t/how-to-create-pass-independently-on-windows/474.
