Reconsider backdrop blur for modals as well #13905

Bug description

#13663 removed the backdrop blur from stacks. Which greatly improves the UX. However it keeps the backdrop blur on modals.

The same argument applies here. Take this example:

What was I deleting here? You're warning people with a modal about something which you hide by blurring it. I'd remove it here as well and go with a tinted backdrop only for a better user experience.
