Dark Mode layout changes (#356)

 Added ui-dark.css
 Transparent background png
 Dark mode changes to charts
 Removed inline styling for tooltip.
 Diff for dark mode
 Restore for light mode
 Changes for input type checkbox style
 Comments applied for dark mode theme
 Added "Web app theme" option under Settings
