Wrong Instant type used in JdbcEventPublicationRepositoryV2

In new method findFailedPublications(FailedCriteria criteria) there is missing conversion to java.sql.Timestamp, thus resulting in error for PostgresSQL driver.

Another issue I noticed..
WHERE STATUS = 'FAILED' OR (STATUS IS NULL AND COMPLETION_DATE IS NULL)
If instance is killed and event is not picked up, event has status PUBLISHED, so this repository method won't pick up such methods..
Its also inconsistent with other methods for incomplete publications..
