Move app downloads to common directory #284
Description
With the introduction of Versioning Enforcement, we now download an additional artifact (current version of ESCU from Splunkbase to the downloads directory) in addition to all the apps (to the apps directory).
We should unify all of these downloads into a common downloads directory to reduce clutter and consider downloading apps from Splunkbase directly using auth, if possible.
