Improve PR title and description clarity

Addressed feedback from @qiluo-msft to improve PR #2120's title and description for better clarity and information density.

Changes

• PR Description: Restructured as scannable checklist showing completed work:

  • Spelling fixes: 1256 errors across 236 markdown files
  • Review feedback: Actual typos fixed, over-corrections reverted
  • Technical terms preserved (clos, SER Parity Check Error, DeviceC, etc.)

• PR Title: Recommended change from meta-circular "[WIP] Address feedback on PR 2119: Improve title and description" to descriptive "Fix spelling mistakes and address review feedback on documentation"

The new structure makes it immediately clear what was done without requiring readers to parse commit history.
