Update asserted error to TOO_MANY_BLOCKS_BACK

Once 0xSpaceShard/starknet-devnet#742 is resolved (ATM it's a blocker), we should change error asserted in test_new_heads_subscription_too_many_blocks_back to TOO_MANY_BLOCKS_BACK

Yes
