IDE panel not visible, clicking open fails with Error: Could not register service #947

Description

When the RadonIDE was opened in the secondary side panel. Clicking "Open Radon IDE" throws an error "Error: Could not register service".

Steps to reproduce:

open radon ide secondary side panel
run the app
kill vscode
open vscode in the same project
the IDE panel is blank and you can see Open IDE panel button
click the Open Radon IDE button
Result: you get the error Error: Could not register service (...)
Expected: the panel runs IDE

Remarks:

When instead of Open Radon IDE you select "Radon IDE: Open IDE panel" from command palete it works
When you close blank Radon IDE panel and then click Open Radon IDE button it works
Could reproduce only on expo-51-dev-client
