speed up db setup

Source data is cached on object storage for faster download (vs ftp), a temporary step pending FWA being published on object storage by GeoBC

For more speed, consider dumping the db to file in a format that can be loaded to a new instance in single step (eg pg dump or parquet via pg_parquet) - dumping to parquet on s3 would be very convenient.
