See OctoPrint/plugins.octoprint.org#1028 - historical plugin stats are currently something plugin maintainers have to set up on their own. Added bonus: it can show how many people are using the different versions of the plugin.

I set up https://github.com/smartin015/OctoPluginStats and added a link to the README in the rc branch.
