How will/should this work for forks #104

When forks sync their default branch to upstream, they don't get the notes attached to upstream commits.

That could mean that right now forks can't really do this properly without better tooling.

Well, one thing that happens is that "requiring pull requests" breaks the ability to sync forks...

So yeah, might need to provide some advice about that.
