[Bug] Update Activity 5 in the CodeQL learning module

Summary

The current instructions for Activity 5 in the CodeQL learning module need to be updated for clarity and accuracy. Specifically, steps 4 and 5 require modifications to provide better guidance for users.

How to reproduce

1. Open the file: .github/steps/2-review-and-triage-codeql-alerts.md
2. Scroll to Activity 5: Create a GitHub Issue for an Alert
3. See that Step 4 button is now called Create instead of Submit new issue
4. See that Step 5 navigation instruction is not relevant since we get redirected to the issue we just created

Current Steps in Activity 5:

Step 4: Click Submit new issue.
Step 5: To view the your issue, click Issues in the top navigation bar of your repository.

Proposed Changes:

Step 4: Click Create
Step 5: View your issue
