Pure millisecond events not properly aligned on timeline; some false errors. #496

What steps will reproduce the problem?
1.  Just display attached html file.

What is the expected output? What do you see instead?
Expecting proper alignment of events on timeline, but many are rendered with 
incorrect start and end times, and some cause false "start > end" errors.

What version of the product are you using? On what browser and what
operating system?  Timeline 2.3.1, Firefox 22.0, Windows XP SP3. 


Please provide any additional information below.
Sample event data is included in html.  All "dates" are specified as pure 
milliseconds.  Tried adding latestStart and earliestEnd elements but they made 
no difference.  (Project is intended to display overlap of separate I/O threads 
for performance analysis purposes.)
