Event Tapes overlap in secondary band (rather than having staggered heights

What steps will reproduce the problem?
1. set up a timeline with 2 linked bands
2. add overlapping events
3. see how the events block each other out in the secondary band

What is the expected output? What do you see instead?

I would like to see the events staggeredon the bottom band as they are on the 
top.  Instead they overlap so that some of them are invisible.

What version of the product are you using? On what browser and what
operating system?

2.3.0 (though the URL says 2.3.1).  On all 3 OS's with recent versions of 
chrome and firefox.  Haven't tried Safari and IE.
