Exceptions and events should have LogLevel along with other properties (#89)

* 1. Exceptions and events should have LogLevel along with other properties.
2. Method parameters were never used, so removed as pointless.
3. The private method (ForwardPropertiesToTelemetryProperties) went to the bottom.
