Have a "More Options" tab for the public profile and edit profile page

Right now, all of the logged in pages have a "more options" tab for the extended navbar on mobile except for the public_profile.html page. Please fix this and have the "more options" tab in the public_profile.html page.

I noticed this issue also exists within the edit profile page. Please fix that too.
