[Sequencer] Add support for permissionless batches #209
Description
When we switch to RN+reth as the main node software we need to make sure to support a sequencer mode for the permissionless batch production toolkit. This needs to happen before l2geth is deprecated.
- Implement a simple mechanism to support the batch production toolkit. For this, it should be sufficient to run the node, sync/restore to the latest state from L1 (potentially discarding future L2 blocks depending on which blocks the user wants to submit permissionlessly) and provide possibility to easily produce blocks.
- Update the instruction how to run the permissionless batch production in the repo and docs.scroll.io
