Shapes should touch the cursor when drawing shapes while holding down alt

Expected Behavior

Basically, the change made in the select tool in #964 should be implemented in the shape tools themselves

This change probably wants to be made on top of #920

Actual Behavior

The shapes are 1/2 the size you might expect when you hold down alt

Steps to Reproduce

In the bitmap or vector paint editor, in the oval or rect tool, hold down alt while drawing a shape.

It appears that this is describing the same behavior as #963 but is referencing that behavior in a different tool. It has been fixed for the select tool, but is not yet fixed in the shape tools themselves.
