[Feature Request] EU inland AIS extension #250

It would be nice if libais could also take into account the Inland AIS extension (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32019R0838) of the EU. As an example, the information on the blue sign (see 3.3.2.2. Dynamic vessel information) is very useful.
