Update arrest data section #193

The CPD has released an API for arrest data: http://publicsearch1.chicagopolice.org/Help

It looks like the place to add information about this is in the google sheets that back tarbell. Is that right?

Would be happy to make the edits if show where to make them.

There's two markdown files that control the content on that page: https://github.com/sc3/crime-punishment/blob/master/content/arrest.md and https://github.com/sc3/crime-punishment/blob/master/content/arrest_rail.md. To add fields under the open section, copy one of the other content sections' loading of data. Here's a link to the spreadsheet itself: https://docs.google.com/spreadsheets/d/1nYuT_bQ7w8egjm7NPKZ_fNtMcjaNOVlTZ-KmaYo2rJU/edit#gid=18. Should be accessible.

@fgregg I added you to the spreadsheet. Once you're down w/ edits I can republish (I think... @bepetersn do you have the creds to that s3 bucket?).
