Request to support `run from this file` function

Thank you for all you have done! It's a great extension.

I'm wondering if there would be a feature that is similar to run from this file.
Because I'm working with multiple rust projects under the same directory, and I can't get too much support if the root directory is not configured with Cargo.toml. It's very annoying.

The extension would check the parents of the current file for a valid Cargo.toml configuration file and build it, then execute the binary based on its path.

try enableMultiProjectSetup=true, it's a bit buggy on windows right now but should be fixed with #759
