Crashes when opening Tools menu

The crash says "TypeError: e.hash is undefined". The traceback is gibberish.

Occurs both in Chrome 115 and Firefox 115.

The immediate problem is #955, but this is a longstanding problem when I basically have no error handling for a few paths (e.g. unable to get the version number), so I'm going to leave it open.
