Support giving server settings as command-line arguments

It'd be useful to be able to specify the various RLS configuration options when rls is invoked as well. This would let me start rls with global defaults, even in the case where the language client implementation does not support sending global or per-language settings. This would also provide an alternative to #1324 (though it'd probably be okay to have both).
