Better document util::toml_mut

Notable changes:
- Add/improve module documentation.
- Add missing item documentation.
- Add "editable" to `Dependency` and `Manifest` to further distinguish them from
  similarly named items in the library.

Stylistic changes:
- Terminate doc comments with a period.
- Wrap doc comments.
