Investigate if compact size decoding bug needs fixing here

There was a compact size decoding bug found/fixed recently in bitcoin. We should check if it exists here or if anything needs doing.

I've checked this.
The fix belongs to the consensus encoding logic. Should be back ported there.
Once the fix is in place we should update v0.3.x to use it.
What we are missing here (and the specification in general) are test vectors that hit those edge cases.
