Description
A week ago, I have reported licensing issue against Ruby repository:

Now I was told that NKF was extracted from Ruby and this is supposedly the place. But how comes that the code from the original upstream, which still seems to be active, got relicensed from zlib to Ruby OR BSD-2-Clause? I mean I see the commits such as ruby/ruby@2e3a7f7 but that to me seems more like a mistake then anything else, given that even the Ruby LEGAL file still contains information which is likely wrong
Also, having different license for Java version is quite misleading, given that the downloaded .gem contains also the Java code.
