Foreign language support is problematic at the moment. For theses written in a foreign language the Graduate School requirements are as follows:
The full text and titles of the Table of Contents, Abstract, and the Biography of the Author must be provided in both languages first in the foreign language, followed by the English version. The texts should appear continuously on the respective pages, (i.e., the two versions of the Table of Contents, Abstract, and the Biography of the Author should not be separated by a page break).
Currently this sort of duplication runs into all sorts of problems because the class file is written with 1 and only one of each of these sections in mind and further we always assume them to be their own Chapter level division (and thus start a new page).

An example of how to provide a secondary TOC in another language is given here: https://latex.org/forum/viewtopic.php?t=5438
