TOC Orphan Protection no longer working #18

As pointed out in #15, the orphan protection code in the TOC is no longer working. Since this is a separate problem from the leader issue, I'm opening a separate issue to track it. MWE is here: https://github.com/rpspringuel/maine-thesis/files/2160706/toc-orphan-mwe.zip

Oddly enough, when I extract the code which is supposed to enforce the widow/orphan rules in the TOC and put it in the MWE (and switch to the base report class), it works as expected. This implies an interaction issue with some other part of the class file. Tracking that down is going to take some time.
