Brightness setting has no effect

ImageMagick shows the only difference is the cursor was showing in the second screenshot lol:

I tried changing the value, then disabling neon dreams and re-enabling it.

Since I'm the first to report this, I guess the problem has something to do with using VSCodium??  Not sure why that would be the issue, just trying to find unique config I might have since I figure something like this would be reported by now.  Maybe a Linux thing?  running Debian 13 testing and codium 1.96.3.25013.
