Allow to force cancel a job

Hello,
sometime when restarting a worker it doesn't properly get terminated.
This leads to some jobs being stuck in the running state until the rescuer comes to clean up the mess.

Would it be possible to force the cancellation of such jobs to be able to retry them sooner so we don't have to wait for the rescuer ?
