Focus for accessibility

Hi, in your v6 announcement, you say

It turns out Reach Router's automatic focus management actually makes things worse in some cases than doing nothing at all. We realized we need more information than just location changes in order to properly manage focus.

Could you provide a use case where location change isn't enough info and why? Thanks :)
