[Self-scheduling API] Public VLAN not assigned

Describe the bug
After creating a self scheduling assignment (step 6) and the corresponding schedule (step 7) following the Self scheduling manual QA document:

We would expect cloud02 to have assigned vlan ID 619.
Instead, the Public VLAN allocation page of the RDU Scale lab stage dynamic inventory shows the corresponding VLAN unassigned:

The issue here was with the assignment not being created due to bad data on the post request.
